Effective October 1, 2008, H.R. 3221 eliminated downpayment assistance provided by the Genesis Program for homebuyers whose FHA loan was not approved as of September 30, 2008. Per FHA guidelines and H.R. 3221, the Genesis Program is allowed to continue to provide downpayment assistance to homebuyers that received "credit approval" on the FHA loan application on or before September 30, 2008.

For gift requests after September 30, 2008, Genesis will require the lender to certify that the borrower was credit approved prior to October 1, 2008. This may be accomplished either by a lender certification or by a copy of the lenders MCAW.
